Program Supervisor

POSITION OVERVIEW:

We have an exciting full-time opportunity for a well-qualified Program Supervisor to manage a 20-bed men's licensed residential treatment program. This program provides 90-day residential substance use treatment services to participants in the Oakland area, Alameda County.

The Program Supervisor will be responsible for overseeing and managing day-to-day operations, including setting and enforcing house policies, supervising and coaching staff, coordinating with funders and community collaborators, and participating as part of the Recovery and Wellness Services (RWS) Department leadership team under the direction of the RWS Director. This role upholds and champions the organization’s mission, vision, and values while contributing to a collaborative and inclusive work culture.

A recruitment bonus is available for Behavioral Health or Substance Use Disorder programs requiring occupational licenses or certifications. This bonus is paid throughout the first year of continued employment.


Essential Job Functions and Responsibilities:

  • Oversee the daily operations of the program, ensuring the site is always audit-ready and operational.
  • Address and resolve house needs promptly by alerting appropriate staff.
  • Ensure staff schedules are maintained regularly.
  • Design, develop, and implement structured activities for residents, ensuring activities are offered daily.
  • Manage the relationship between the client referral portal and the treatment program.
  • Conduct weekly one-on-one check-ins with staff members and hold weekly team supervision meetings.
  • Support staff in conducting weekly house meetings and ensure all essential duties are performed adequately.
  • Assist Substance Use Disorder (SUD) counselors in developing treatment recovery plans for participants.
  • Supervise SUD counselors in conducting assessments, individual/group/family counseling sessions, and coordinating referrals to support services.
  • Ensure case management services are delivered to clients at least twice per month.
  • Review staff clinical documentation, including progress notes, assessments, treatment authorizations, and plans, ensuring timely completion and compliance with deadlines.
  • Coordinate with the Clinical Supervisor to maintain clinical standards.
  • Develop and implement program standards, regularly updating the program manual.
  • Ensure evidence-based models used in the program meet fidelity standards.
  • Stay informed on DMC-ODS, AOD certification standards, licensing requirements, and regulations.
  • Oversee Medi-Cal documentation to meet required standards.
  • Track, monitor, record, and report client admissions, discharges, and length of stay to internal and external stakeholders.
  • Collaborate with community partners, including probation departments, law enforcement, CPS, drug courts, and other CBOs, to ensure high-quality client care.
  • Develop and maintain positive relationships with community resources and partners.
  • Support professional development plans for all staff and seek educational and growth opportunities.
  • Attend collaborative meetings with county and other agencies.
  • Participate in relevant training, events, and special projects.

Qualifications and Experience:

  • Active Certified Drug and Alcohol Counselor registration, certification, or licensure in good standing with an accredited body.
  • Minimum of a bachelor’s degree or three years of experience in a related field.
  • Two years of management experience preferred.
  • Bilingual (Spanish/English) is highly desirable but not required.
  • Knowledge of addiction disease models, recovery, and treatment approaches.
  • Experience working with underserved and marginalized communities.
  • Strong supervisory skills and ability to meet client needs.
  • Excellent attention to detail and ability to maintain confidentiality.
  • Experience in non-profit or community-based organizations is highly desirable.
  • Demonstrates excellent customer service and can interact with people at all levels inside and outside the agency.
  • Independent thinker with strong decision-making abilities.
  • Exercises discretion in handling confidential information.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and Google Drive products (Docs, Sheets, Forms).
  • Valid CA Driver’s License and personal auto insurance.
  • Must be fully vaccinated against COVID-19, including booster shots (accommodations available as required by law).
